While migration is obligatory, the decision to merge the HR and F&O databases is optional. Organizations have the choice to either consolidate the databases into a single system or continue operating them independently.

The migration tooling from Microsoft was made available in December 2022, indicating that the migration deadline is anticipated to be in December 2023. Users are advised to transition to the Dynamics 365 Finance and Operations (F&O) infrastructure, ideally before 2024 at the latest.

Licensing for Dynamics 365 Human Resources remains unchanged in the following aspects:

  1. Minimum license purchase requirement.
  2. Licensing for a production and sandbox environment. If you currently possess standalone Human Resources licenses that provide access to one production environment and one sandbox environment, the same number of licenses will be available on the finance and operations infrastructure without any extra cost.
  3. Additional sandbox licenses. If you have acquired supplementary sandbox licenses for the standalone Human Resources application, an equal number of sandbox licenses will be available for a standard acceptance test (sandbox) environment on the finance and operations infrastructure at no additional expense.

Customer migration and customer merge are distinct processes with the following differences:

Customer migration involves using automated migration tooling to perform a “lift-and-shift migration” of the customer database from the Human Resources infrastructure to the finance and operations infrastructure. This results in the creation of a new finance and operations environment that utilizes the customer’s existing Human Resources database.

On the other hand, customer merge is an optional step that is not mandated by Microsoft. It is carried out at the discretion and timeline determined by the customer. During this process, customer data is transferred into an existing environment, such as a Finance or Project Operations environment. This step is primarily manual and can be accomplished using Data Management Framework (DMF) data entities.
